Officials said the Jefferson County Commission will vote Tuesday whether to pay someone $130,000 annually to help manage the county's $4.23 billion in sewer, education and general obligation debt. According to the Birmingham News, the county believes that hiring a director of capital structure and investments would be the county's first step in rebuilding a finance department that does not have a chief finance officer, finance director, assistant finance director or a chief accountant.
