The court system in Alabama operates much like other state agencies: too much to do with too little money. A case study recently conducted by the Alabama Administrative Office of Courts found that Tuscaloosa County has the fourth-highest backlog of pending cases in the state, behind Madison, Baldwin and Mobile counties. Results indicated that the judicial circuit would need two additional judges to effectively move cases through the system. With no money to do that, judges here have to consider
