We can add Carrington, North Dakota to the list of FORECAST TOWNS to be hit by VERY severe weather (tornadoes) within 48 hours of seeing the "target ring/square" appear over these small towns. Lo and behold .. within 48 hours of the rings/squares appearing.. these small towns are hit DIRECTLY with the worst part of the coming storms.
