EVENT #22-17082, OFFICER-INVOLVED SHOOTING (OIS)

Early Sunday, 7/31/2022, around 1:20 a.m., APPD and Ingleside officers were alerted to a female and her passenger being chased by a male in a red Ford Mustang outside of both City Limits but between Ingleside and AP. The male was actively shooting at the female's vehicle. Her vehicle had been struck by gunfire and the passenger was reportedly injured.

An APPD officer encountered the vehicle and gave chase. The driver, later identified as Joseph Torres who was actively being sought by APPD for an aggravated kidnapping, continued to flee the officer. During the chase into Ingleside, Joseph shot at the pursuing AP officer. Joseph fled until reaching the Buckhorn Saloon in Ingleside.

Joseph ran on foot from the officer toward the buildings and again turned his weapon on the officer. The officer fired multiple times causing Joseph to fall and lose his weapon. Other individuals on location interfered with the officer trying to keep him from apprehending Joseph. During that interference, Joseph is seen trying to recover his firearm. The officer managed to struggle with him, taking him down to the ground and getting him into custody. Arriving AP and Ingleside Officers then began lifesaving measures on Joseph while other officers controled the crowd. Joseph was tended to by EMS and ended up dying from his injuires at a nearby hospital in Portland, Tx.

Investigations

At this time there are two investigations underway:

The Texas Rangers & Ingleside PD will assume the criminal investigation into this event. The APPD staff will cooperate with their investigation which is standard protocol and policy of the APPD. The Texas Rangers will ultimately release their findings to the San Patricio County District Attorney’s office for review.

An internal investigation into the officer's use of force and policy compliance is simultaneously underway. This investigation is led by the APPD’s Criminal Investigations Division. Their findings will be forwarded to the Chief of Police.

Officer Tenure

The officer involved in this event has been with the department for just under 3 years. The officer has a total of just under 3 years of policing service. We are not releasing the officer's identity at this time.
