The City Clerk is accepting applications from Napa Residents for a total of twenty- one(21) openings: three to serve on the Bicycle and Trails Advisory Commission; two to serve on the Building and Fire Code Board of Appeals; two to serve on the Community Development Block Grant Advisory Committee, two to serve on the Disability Access Board of Appeals; two to serve on the Housing Authority Board;  four to serve on Parks, Recreation and Trees Advisory Commission; four to serve on the Senior Advisory Commission; one to serve on the Napa County Mosquito Abatement District Board; and one to serve on the Napa Valley Transportation Authority Citizen Advisory Committee. 

The Bicycle and Trails Advisory Commission advisory to City Council and to the City’s Public Works Department on matters regarding bicycle transportation and bicycle and trail issues. Each member should demonstrate dedication as a bicyclist and/or training in the field of transportation, recreational trail planning, or engineering.  Applicants must be City of Napa residents and registered voters. The Bicycle and Trails Advisory Commission meets on the second Thursday of even-numbered months.   Meetings being at 4:00 p.m. in the City Council City Council Committee Room at City Hall, 955 School St., Napa.

The Building and Fire Code Board of Appeals is the local appeals board for the City of Napa regarding issues related to building and fire codes.  Each member should demonstrate knowledge, experience, and training in matters related to building construction and fire protection.   Three appointments shall serve concurrently on the Disability Access Board of Appeals.  Applicants must be City of Napa residents and registered voters.   The Board has no regular meetings and are called as needed.

The Community Development Block Grant (CDBG) Citizens’ Committee is advisory to City Council on matters regarding the assessment, planning, development, implementation and amendment of programs under the Community Development Block Grant program, a grant program to assist low and moderate income residents administered by the Federal Department of Housing and Urban Development (HUD).   Applicants must be City of Napa residents and registered voters.   Members may include representatives from the business community, disabled persons, youth, seniors, minority groups, low and moderate-income persons, others who are directly affected by the CDBG program. The CDBG Citizens’ Committee meets on the fourth Monday of the month on an as-needed basis, with supplemental meetings during the Community Development Block Grant application process during the spring of each year.  Meetings are held in the City Council Committee Room at City Hall, 955 School St., Napa. 

The Disability Access Board of Appeals renders decisions when a person aggrieved by a determination made by the Chief Building Official or Fire Code Official in administering or enforcing access to “public accommodations or facilities” appeals the determination.   Two of five members are “physically handicapped persons” and the remaining three members also serve on the Building and Fire Code Board of Appeals.  Applicants must be City of Napa residents and registered voters. Three of these appointments shall serve concurrently on the Building and Fire Code Board of Appeals and two appointment shall be a “physically handicapped person”.   The Committee has no regular meetings and are called as needed.

The Housing Authority Board of the City of Napa consists of seven members, five members of the City Council of the City of Napa, as well as two tenants appointed by the City Council to two year terms.   One tenant commissioner shall be over 62 years of age if the Authority has tenants over that age. The Housing Authority provides rental assistance to very low-income families in Napa through Federal rental subsidy programs and develops affordable housing for low and moderate-income families in Napa. The tenant commissioners must be utilizing facilities providing rental subsidy programs. The Housing Authority Board meets on the first Tuesday of each month.  Meetings being at 3:30 p.m. in the City Council Chambers at City Hall, 955 School St., Napa.

The Parks, Recreation and Tree Advisory Commission is advisory to City Council and the Parks and Recreation Services Director on matters affecting the acquisition, development and maintenance of parks within the city; public recreation; cultural activities of public interest; matters affecting development of privately and publicly landscaped areas within the city; and matters related to trees, tree preservation and arboriculture, including the review of city tree ordinances, policies and programs. The commission is also authorized to take action as the decision-making body for specified actions set forth in the Municipal Code, particularly related to appeals of decisions regarding planting and removal of city trees under chapter 12.44 and the consideration of permits for activities affecting significant trees and appeals of determinations regarding activities affecting protected trees pursuant to chapter 12.45.Seven voting members appointed by the City Council. One member is a non-voting high school student in the City of Napa. The Commission meets on the third Wednesday of every other month at 6:00 p.m. in the City Hall Council Chambers, 955 School Street, Napa.

The Senior Advisory Commission makes recommendations to the City Council and the Parks and Recreation Services Director on matters regarding services, facility use, and recreational activities at the Napa Senior Center, as well as, establishes short and long term goals for senior programs.  Applicants must be City of Napa residents and registered voters. One appointment shall fill the requirement of “senior agency representative” and three appointments shall fill the requirement of “senior community at large representative”.   Commission meets on the first Wednesday of every other month.  Meetings being at 2:00 p.m. at the Senior Center, 1500 Jefferson Street 

The Napa County Mosquito Abatement District Board is the Governing Body of the Mosquito Abatement District which provides mosquito/vector control services for the County of Napa. The Board consists of six members: one of whom represents the City of Napa. The City Council of the City of Napa appoints one member to the Board of Trustees to serve as the City’s representative.   All other members represent the other governmental jurisdictions in the County of Napa in addition to one member representing the County at-large. The City of Napa representative to the Napa County Mosquito Abatement District Board must be a resident of the City of Napa. Meetings are held the second Wednesday of each month at 7:00 p.m. 

The Citizen Advisory Committee (CAC) Provides the Napa Valley Transportation Authority (NVTA) with advice, comments and suggestions pertaining to multi-modal plans, including Countywide Transportation Plans, Short Range Transit Plans, Active Transportation Plans, consumer policies, marketing and communications administered by NVTA which is of interest to the community. In total, 19 members comprise the CAC to represent a broad spectrum of interests and the diverse communities in Napa Valley. Six of those members will be appointed by the elected boards of Napa County's jurisdictions: the cities of American Canyon, Calistoga, Napa and St. Helena; the Town of Yountville; and the County of Napa. This appointment shall fill the City of Napa Representative and members must be registered votes and live within City limits. Members will serve two-year terms. Meetings will be typically held Wednesday evenings at 5 p.m. at NVTA's office at 625 Burnell Street in Napa; six regular meetings will be held a year.
