Governor Hogan Announces Three More Judicial Appointments

Fills Court Vacancies in Harford County Circuit Court, Harford and Howard County District Courts

ANNAPOLIS, MD—Governor Larry Hogan today announced that he has appointed Allison Sayers to the Howard County District Court, Alex M. Allman to the Harford County Circuit Court, and Tracey Johns Delp to the Harford County District Court.

“The appointment of qualified individuals to serve across our state’s justice system is paramount to upholding our responsibilities to the people of Maryland and the rule of law,” said Governor Hogan. “I have every confidence that Mr. Allman, Ms. Delp, Ms. Sayers will continue to be strong advocates for the law and will serve the citizens of Maryland honorably.”

Governor Hogan has now made 187 judicial appointments—including six of the seven judges on the Court of Appeals, and seven of the 15 judges on the Court of Special Appeals.

For Howard County District Court:

Allison Michele Sayers has spent most of her legal career as a Public Defender and currently serves as the District Public Defender for Howard and Carroll Counties, a position approved by a board of trustees. As District Public Defender, she manages a staff of more than 20 attorneys and approximately 10 administrative members across two offices. In addition to supervising the attorneys in her office on individual cases, she continues to represent clients in both the Howard County District and Circuit Courts. From 2001 to 2003, Ms. Sayers served as a law clerk to the Honorable Steven Platt, Circuit Court for Prince George’s County. She then spent three years as an associate with Eccleston & Wolf, P.C. where she defended legal malpractice cases. She left that position to join the appellate division of the Office of the Public Defender where she spent 11 years representing indigent criminal defendants before the Maryland Court of Appeals and Court of Special Appeals. In 2016, Ms. Sayers transferred from the appellate division to the trial division in the Howard County Public Defender’s Office where she began litigating cases in the District Court representing defendants in bail reviews, serious traffic dockets, and misdemeanor trials.

She received her B.A. with honors from the University of California, Los Angeles and her J.D with honors from the University of Maryland School of Law.

For Harford County Circuit Court:

Alex Matthew Allman is currently a Principal of Offit Kurman, P.A. and has been with the firm since 2004, where he has served as a member of the firm’s commercial litigation group and later a member of its family law practice group. He has a broad and diverse law practice focusing on family law and business litigation, primarily in Harford, Baltimore, and Anne Arundel Counties, as well as the appellate courts. Mr. Allman is an MSBA-trained mediator and has experience handling and trying cases before all levels of the Maryland court system. He is admitted to practice in Maryland, the U.S. District Court, and the Fourth Circuit U.S. Court of Appeals. Prior to practicing law, he worked as the judicial law clerk in the Prince George’s County Circuit Court, for the Honorable William Spellbring, Jr.

He received his B.A. from the University of Tennessee, and his J.D. from the University of Baltimore School of Law, *** laude.

For Harford County District Court:

Tracey Johns Delp has been an Administrative Law Judge with the Office of Administrative Hearings since 2017. From January to July 2022, she served as the Deputy Director of Operations and assisted with the supervision of the Administrative Law Judges, Administrative Aides, and the Clerk’s office. She has also served as the Public Information Officer for the agency and acts as a mentor to new ALJs. Ms. Delp came to the Office of Administrative Hearings from the State’s Attorney’s Office in Harford County, where she was the District Court Division Supervisor for that office. Prior to being an Assistant State’s Attorney in Harford County, she was an Assistant State’s Attorney in Baltimore City and was previously engaged in private practice with a concentration on business law in Harford County. Ms. Delp served as a law clerk to the Honorable Thomas E. Marshall, Circuit Court for Harford County from 1998?1999.

She received her B.A. from Boston College, and her J.D. from the University of Baltimore School of Law, magna *** laude.
