Governor Reynolds Signs Several Bills into Law

Today, Governor Kim Reynolds signed the following bills into law:

SF 2340: A bill for an act relating to illegal reentry into the state by certain aliens, prohibition on arrest in certain locations, orders to return to a foreign nation, immunity from liability and indemnification for enforcement actions, sentencing restrictions, and providing penalties. 

Gov. Reynolds released the following statement in response to SF 2340:  

“The Biden Administration has failed to enforce our nation’s immigration laws, putting the protection and safety of Iowans at risk. Those who come into our country illegally have broken the law, yet Biden refuses to deport them. This bill gives Iowa law enforcement the power to do what he is unwilling to do: enforce immigration laws already on the books.” 

SF 455: A bill for an act relating to the regulation of topsoil and storm water at construction sites. 

HF 2101: A bill for an act relating to the acquisition of water, sanitary sewer, and storm water utilities by rate-regulated public utilities. 

SF 2331: A bill for an act relating to publication requirements for official publications, and including effective date provisions. 

SF 2252: A bill for an act relating to the more options for maternal support program, and including effective date and retroactive applicability provisions. 

SF 2160: A bill for an act relating to ambulatory surgical centers. 

HF 2507: A bill for an act relating to the provision of emergency medical services by a physician and surgeon or osteopathic physician and surgeon and the definition of first responder. 

HF 2015: A bill for an act relating to special landowner deer hunting licenses. 

HF 2316: A bill for an act providing an alternative to filing a bond as a condition of registering and titling certain motor vehicles 

HF 2393: A bill for an act relating to health examinations, surveys, and screenings conducted by school districts, charter schools, and innovation zone schools. 

HF 2315: A bill for an act relating to criminal identification and criminal history and intelligence data, including fingerprints and palm prints. 

HF 2400: A bill for an act relating to contracts and payments for dental care service plans. 

SF 2285: A bill for an act relating to the elimination of certain required reports by and duties of the department of health and human services, and including effective date and retroactive applicability provisions. 

SF 295: A bill for an act concerning the creation, administration, and termination of adult and minor guardianships and conservatorships. 

SF 2161: A bill for an act relating to false reports to or communications with public safety entities, and providing penalties. 

HF 2164: A bill for an act relating to insurance companies acting as surety for bail bonds, including licensure requirements to act as a bail enforcement agent or business. 

HF 2603: A bill for an act relating to previous law enforcement certification by other states. 

SF 2205: A bill for an act relating to requirements for the hiring of civil service positions. 

HF 2152: A bill for an act relating to the reporting requirements of the department of education’s commission on educator leadership and compensation. 

SF 2243: A bill for an act relating to sexual exploitation of a minor by the creation, adaptation, or modification of a visual depiction to give the appearance that an identifiable minor is engaged in a prohibited sexual act or the simulation of a prohibited sexual act, and making penalties applicable. 

SF 2262: A bill for an act relating to a probation officer’s access to confidential information filed with the court for securing an arrest or search warrant.  

HF 2318: A bill for an act relating to ********** and providing penalties. 

HF 2248: A bill for an act relating to robbery in the first degree, robbery in the second degree, and the applicable statutes of limitations. 

SF 144: A bill for an act relating to an assault involving a laser pointed toward an aircraft, and making penalties applicable. 

HF 2462: A bill for an act relating to statutory corrections which may adjust language to reflect current practices, insert earlier omissions, delete redundancies and inaccuracies, resolve inconsistencies and conflicts, remove ambiguities, and provide for Code editor directives. 

HF 2594: A bill for an act establishing the criminal offense of organized retail theft, providing penalties, and including effective date provisions. 

SF 451: A bill for an act relating to sessions of the local board of review and including effective date provisions. 

HF 2263: A bill for an act relating to the insurance commissioner’s authority concerning insurance producers, business entity producers, and preneed sellers, continuing care retirement facilities, and continuing care retirement programs. 

SF 2361: A bill for an act relating to the names of reorganized mutual insurance companies. 

SF 2387: A bill for an act relating to the duties of the Iowa finance authority. 

HF 2265: A bill for an act relating to the notice requirement for the renewal or nonrenewal of personal lines policies, and including effective date provisions. 

HF 2262: A bill for an act relating to money transmission services, providing penalties, and including effective date and retroactive applicability provisions. 

HF 2392: A bill for an act relating to mortgage administration and mortgage servicers. 

HF 2394: A bill for an act relating to the wholesaling of residential property by a wholesaler, and providing civil penalties. 

HF 2405: A bill for an act relating to the investment of funds by life insurance companies and associations. 

HF 2100: A bill for an act relating to reinsurance requirements for county and state mutual insurance associations. 

SF 2389: A bill for an act relating to commercial transactions, including control and transmission of electronic records and digital assets.  

HF 2269: A bill for an act relating to the salaries of assessors who are appointed to serve a previous assessor’s unexpired term.  

HF 2266: A bill for an act relating to points and fees charged on loans by mortgage bankers.
