Financial Business

Mr. Mizikar reviewed the Fiscal Year 2024 Revenue Manual in a presentation. The Revenue Manual is intended to be a resource for Town residents and officials by illustrating the following: progressive levels of detail, where the Town obtains revenue, and how much revenue is anticipated in the year to come. A more detailed analysis of the revenue model for this fiscal year will be included with Fiscal Projection One.

Mr. Mizikar reviewed the Five-Year Financial Forecast. Mr. Mizikar showed two models, a base increase scenario and a max increase scenario in accordance with the Override Commitments from May 2021. The base scenario provides balanced budgets, without another override required before FY2028. The Max scenario indicates the need for an override in FY2027. The projected deficit for FY2027 is slightly higher in this scenario than it was in September due to adjustment for funding the cemetery expansion inside the base tax levy.

The Board discussed the timeliness of an override and wanting to stretch out this last one as long as possible, but not waiting too long that it is an urgent and emergency situation.

November 2022 Select Board Meeting Highlights

Fiscal Year 2023 Tax Rate Set at $13.12

Ms. Ruth Anderson, Principal Assessor and Chair of the Board of Assessors, was present to give a presentation to the Select Board and Public for the Tax Classification Hearing relative to the adoption of the FY2023 Tax Rate for all property classifications within the Town of Shrewsbury.

Beal Commons Presentation

Mr. DePalo summarized the agenda item. Representatives from Civico/Greenly, Andrew Consigli, Sam Scoppettone, Alex Siekierski, and Brady Bankston were present.

Diversity, Equity, Inclusion, and Belonging Committee Appointments

The Board made their final appointment of a high school aged junior or senior to the Diversity, Equity, Inclusion, and Belonging Committee at their November 15, 2022 meeting. George Hanna, a Shrewsbury Resident and St. John's High School student was appointed to the 7 member committee that was established by the Board in the late summer of this year. The Committee will now work to hold their first meeting.

Board members noted their excitement and appreciation for all the student applications they received and expressed their hope for them to stay involved in the community.
