PUBLIC NOTICE FOR SAHA AFFORDABLE HOUSING PROJECT FINANCING
The City has worked with Satellite Affordable Housing Associates (SAHA) since 2018 to develop a City owned parcel for an affordable housing project. The Albany Family Housing Development will be located at the northeast corner of Cleveland Avenue and Washington Avenue and will include 62 units of housing. The public hearing described in the notice below is required in order for the project to receive Low Income Housing Tax Credits, which is a critical source of funding for the project.

NOTICE OF PUBLIC HEARING
NOTICE IS HEREBY GIVEN that on October 17, 2022, commencing at 7:00 p.m. or as soon thereafter as the matter can be heard, the City Council of the City of Albany will conduct a public hearing as required by Section 147(f) of the Internal Revenue Code of 1986 with respect to the proposed issuance by the California Municipal Finance Authority (the “Authority”) of its revenue bonds in one or more series in an amount not to exceed $35,000,000 (the “Bonds”), including but not limited to revenue bonds issued as part of a plan to: (1) finance and refinance the acquisition, construction, development and equipping of a 62-unit qualified residential rental project to be located at 755 Cleveland Avenue in the City of Albany, California (the “City”); and (2) pay certain expenses incurred in connection with the issuance of the Bonds.  The facilities are to be owned and operated by Cleveland Ave, L.P., a California limited partnership, or another entity created by Satellite Affordable Housing Associates or an affiliate thereof (such limited partnership or other entity, the “Borrower”).

The Bonds and the obligation to pay principal thereof and interest thereon and any redemption premium with respect thereto do not constitute indebtedness or an obligation of the City, the Authority, the State of California or any political subdivision thereof, within the meaning of any constitutional or statutory debt limitation, or a charge against the general credit or taxing powers of any of them.  The Bonds shall be a limited obligation of the Authority, payable solely from certain revenues duly pledged therefor and generally representing amounts paid by the Borrower.

As a courtesy, and technology permitting, members of the public may continue to participate virtually. However, the City cannot guarantee that the public’s access to teleconferencing technology will be uninterrupted, and technical difficulties may occur from time to time.

How to submit Public Comment:

Members of the public may attend City Council meetings in-person at City Hall Council Chambers and request to speak during public comment period.

Members of the public may submit comments in writing by emailing the City Council [email protected] with the Agenda item number clearly identified in the subject line of the email. Comments may also be submitted by mail to City of Albany – Meeting Comments, 1000 San Pablo Avenue, Albany, CA 94706. All written comments received by 5 PM on the day of the meeting will be provided to the City Council before the meeting and posted on the website. Other written comments received after 5 PM will still be provided to the City Council and be included as part of the meeting record.

To comment by video conference, click the “Raise Your Hand” button to request to speak during public comment period. You will be asked to unmute yourself when it is your turn to make your comment. After the allotted time, you will then be re-muted.

To comment by phone, you will “Raise Your Hand” by pressing *9 to request to speak during public comment period. When it is your turn to make your comment, you will be asked to unmute yourself by pressing *6. You will be re-muted after the allotted time.
