Job Summary:  This position coordinates administrative functions and provides support for the department’s planning, zoning, and community development functions. 

Major Duties: Provides support to the City Planner; assists in maintaining and updating the city’s comprehensive plan; assists planning staff with developing and implementing new regulations or ordinances.  Conducts research relative to population, housing, income, land use, etc.; conducts land surveys; maintains inventory all buildings in the city; conducts analysis and makes recommendations concerning city needs and zoning updates.  Conducts research and analysis related to the five-year capital improvement plan and budget. Coordinates the processing of public and private developments from master plan through review and approval process; processes application requests; reviews applications and other documents for accuracy and completeness; assists the public with proper procedures for presenting requests to the Planning Commission and Zoning Board. Prepares various zoning ordinance and planning resolutions for review and approval; updates and revises zoning ordinances as needed; receives requests for zoning modifications; provides zoning-related support for potential businesses; attends Zoning Board meetings; receives and processes annexation application requests and prepares annexation studies as needed; completes zoning forms for business insurance purposes; reviews data and prepares reports.  Receives and processes plans from developers and submits to Subdivision Review Committee; attends committee meetings; reviews site plans to ensure compliance with regulations; receives and reviews certificates to subdivide from surveyors and submits to Planning Commission for review. Participates in the coordination of programs and strategies to foster economic development; coordinates the maintenance of the property inventory list; coordinates and assists with site visits; assists in coordinating a business incubator program.  Conducts research, prepares reports, and maintains a variety of records.  Answers telephone and greets visitors. visitors, agency representatives, and the general public; provides information and assistance, directs to appropriate personnel.  Processes department mail.  Orders office supplies.  Prepares and submits employee timesheets; tracks employee sick and annual leave.   Assists with the preparation of the annual budget.  Coordinates travel and training for department personnel.  Prepares letters and other correspondence.  Performs related duties. 

Minimum Qualifications:   18 year or older.  High School Diploma, GED and/or equivalent work experience.   Valid Alabama Driver’s license.  Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with the completion of an apprenticeship/internship or having had a similar position for one to two years. 

Knowledge Required By The Position:  Knowledge of modern office practices and procedures.  Knowledge of computers and job-related software programs. Knowledge of file management principles.  Knowledge of city zoning and subdivision regulations.  Skill in prioritizing and organizing work.  Skill in the maintenance of files and records.  Skill in the use of such office equipment as a computer, scanner, fax machine, and copier.  Customer service, oral, and written communication. 

Physical Demands/ Work Environment:   The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, or stooping. The employee occasionally lifts light and heavy objects and distinguishes between shades of color.  The work is typically performed in an office.  Physical strength, ability, and mobility to perform all essential job functions with or without accommodation.   Must be willing to work overtime, non-standard work hours, holidays, shifts, and weekends as necessary.  Must be willing to be on-call.
