Job Summary:   This position inspects new distribution system and collection system instruction to ensure compliance with all relevant regulations and standards and is responsible for the location of underground distribution and collection lines. 

Major Duties:    Inspects new water distribution system and wastewater collection system construction to ensure compliance with relevant regulations and standards.         Locates distribution and collection main and service lines. Addresses and resolves contractor concerns and potential conflicts with other utility providers.  Performs final inspections of new housing construction.   Inspects the work of in-house construction and maintenance crews; identifies issues of noncompliance and makes recommendations to address and resolve those issues.  Reviews construction plans and addresses any issues as related to water distribution and sewer collection utilities.  Records new water and wastewater assets in the GIS database.  Responds to customer calls to locate small leaks and resolve other customer concerns.   Assists construction crews as needed.     Performs related duties. 

Minimum Qualifications:    Knowledge and level of competency commonly associated with completion of specialized training in the field of work, in addition to basic skills typically associated with a high school education.  Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with the completion of an apprenticeship/internship or having had a similar position for one to two years.  Possession of or ability to readily obtain a valid Class B commercial driver’s license issued by the State of Alabama for the type of vehicle or equipment operated.  Possession of or ability to readily obtain Grade I water certification and Grade IC wastewater certification. 

Knowledge Required By The Position:   Knowledge of local, state, and federal requirements, regulations, and standards governing the construction of water and wastewater utilities.  Knowledge of work safety principles and practices, including relevant OSHA regulations.   Knowledge of the existing water distribution and wastewater collection systems.  Knowledge of the tools and equipment used to locate underground utilities.   Knowledge of city and department policies and procedures.  Knowledge of computers and job-related software programs.  Knowledge of GIS database management principles and practices.   Skill in interpreting maps, as-built records, construction plans, blueprints, and other related documents.   Skill in problem solving.  Skill in investigating and locating leaks.   Skill in locating and marking system assets.  Skill in prioritizing and planning.  Skill in interpersonal relations.  Skill in oral and written communication. 

Physical Demands/ Work Environment:   The work is typically performed intermittently sitting, standing, stooping, bending, crouching, or walking. The employee frequently lifts light and heavy objects, climbs ladders, uses tools or equipment requiring a high degree of dexterity, distinguishes between shades of color, and utilizes the sense of smell.   The work is typically performed outdoors, occasionally in cold or inclement weather.  The employee is exposed to noise, dirt, dust, grease, machinery with moving parts, contagious or infectious diseases, and irritating chemicals. The work requires the use of protective devices such as masks, goggles, gloves, etc. Physical strength, ability, and mobility to perform all essential job functions with or without accommodation.   Must be willing to work overtime, non-standard work hours, holidays, shifts, and weekends as necessary.  Must be willing to be on-call.
