MEASUREMENT TECHNICIAN
UTILITIES - GAS DEPARTMENT

JOB SUMMARY:  This position performs technical duties in the installation and maintenance of meters, valves, regulators, SCADA and other system equipment. This position inspects gas lines of residential and industrial area to identify leaks.

MAJOR DUTIES:   Completes customer service calls; investigates and identifies leaks; performs carbon monoxide checks; lights pilot lights; responds to other customer complaints.  Performs odorization duties; injects odorizing agent into the gas system; operates and maintains odorization equipment.  Sizes, installs, sets up, operates, tests, and maintains relief valves.   Sizes, designs, installs, sets up, operations, inspects, and maintains residential, commercial, industrial, and gate station regulators.  Sizes, designs, installs, sets up, tests, and maintains residential, commercial, industrial, and gate station meters.  Inspects residential and commercial buildings to ensure compliance with the Southern Building Code.  Installs, sets up, operates, and maintains SCADA instruments.  Installs, tests, and maintains cathodic protection equipment.   Prepares Department of Transportation quarterly reports.  Creates work orders for gas main and service installations as assigned; processes work orders for construction to begin.  Orders/purchases meters, regulators, SCADA equipment, and materials as assigned.  Performs annual leak surveys.  Installs, configures, troubleshoots, and reads electronic volume correctors.  Performs observation testing and maintains associated documentation and records.  Maintains all equipment in proper working order.  Assists construction crews when an incidental hit occurs.  Trains and evaluates coworkers as assigned.  Responds to after-hours emergencies as needed.  Performs related duties.

MINIMUM QUALIFICATIONS:  18 year or older.  High School Diploma, GED and/or equivalent work experience.  Valid Alabama Driver’s license.  Sufficient experience usually associated with the completion of an apprenticeship/internship or having had a similar position for one to two years.  Possession of or ability to readily obtain a valid Class A commercial driver’s license.  Journeyman Gas Fitter Certification.  Possession of or ability to readily obtain Journeyman Pipe Fitter Licenses.  Valid Gas Systems Operations Qualifications.  Valid Plastic Fusion Certification, Natural Gas Firefighting Certification, and 811 Certification for online entry.

KNOWLEDGE REQUIRED BY THE POSITION:   Knowledge of the city’s natural gas distribution system infrastructure.   Knowledge of gas system meters, regulators, relief valves, odorization, and other components.  Knowledge of state and federal regulations and requirements.  Knowledge of safe work principles and practices.  Knowledge of specialized and varied equipment related to the gas system operations.  Knowledge of emergency procedures.  Knowledge of basic First Aid and CPR.  Knowledge of department safety rules and procedures.  Skill in working safely and independently around highly pressurized natural gas.  Knowledge of basic electronics.  Knowledge of the basic operation of high-capacity regulators and gas meters.   Skill in performing mathematical calculations to calculate meter readings and interpret formulas and to calculate length of lines, regulator meter capacities, and pressures.  Skill in monitoring and calculating gas flow.  Skill in problem solving.  Skill in mechanical system installation, maintenance, and repair.   Skill in prioritizing and planning.   Skill in interpersonal relations.   Skill in oral and written communication.
