JOB SUMMARY:  This position coordinates the department’s administrative functions, including providing support to the Public Works Director and to department divisions, and                                        coordinates the department’s permitting operations.

MAJOR DUTIES:  Provides administrative support to the Public Works Director; coordinates and assists with special projects.  Provides support to the Planning Division and to the City Engineer.  Provides support for the operations of the Planning Division.  Tracks and compiles department payroll on a weekly basis.  Reconciles monthly credit card statements; maintains receipts and compiles spreadsheet with general ledger account number for each transaction.  Performs personnel and payroll support functions.  Assists in the preparation of annual budgets; prepares and issues purchase orders and maintains records of expenditures.  Prepares bid documents, advertisements, and specifications.  Orders departmental office supplies, forms, and materials; maintains inventory of supplies.  Collects, sorts, distributes, and processes mail. Coordinates the permit approval process, including approvals from all required parties.  Receives, evaluates, processes, and logs permit requests; issues building, electrical, plumbing, mechanical, gas, swimming pool, moving, sign, and other permits.   Ensures that contractors are properly licensed by appropriate state boards to perform permitted work and that contractors have appropriate business license to do business in the city.  Collects and manages related funds for permit and other fees; balances daily cash record against record of permits and payments; prepares weekly deposits.  Receives, monitors, and assigns or schedules inspection requests.  Establishes and maintains permit and inspection files.  Answers telephone and greets visitors; provides information and assistance to contractors, homeowners, business owners, and the general public.  Complies, generates, produces, and distributes reports.  Creates and updates permit application forms.  Processes record requests; researches and copies related files.  Issues certificates of occupancy for completed structures.  Maintains subdivision plats and addresses.  Assists with building condemnations.  Performs related duties.

MINIMUM QUALIFICATIONS:   18 year or older.  High School Diploma, GED and/or equivalent work experience.   Valid Alabama Driver’s license.  Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with the completion of an apprenticeship/internship or having had a similar position for one to two years.

KNOWLEDGE REQUIRED BY THE POSITION:  Knowledge of modern office practices and procedures.  Knowledge of city and departmental policies and procedures.  Knowledge of computers and job-related software programs. Knowledge of file management principles.  Knowledge of city permitting requirements and procedures.  Skill in prioritizing and organizing work.  Skill in the provision of customer services.  Skill in the maintenance of files and records.   Skill in the use of such office equipment as a computer, scanner, fax machine, and copier.  Skill in oral and written communication

PHYSICAL DEMANDS/ WORK ENVIRONMENT:  The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, or stooping. The employee occasionally lifts light and heavy objects and distinguishes between shades of color.  The work is typically performed in an office.  Physical strength, ability, and mobility to perform all essential job functions with or without accommodation.  Must be willing to work overtime, non-standard work hours, holidays, shifts, and weekends as necessary.  Must be willing to be on-call.
