JOB SUMMARY:  This position assists in managing the department's logistics and asset management functions.

MAJOR DUTIES:   Plans and coordinates the day-to-day activities of logistics and asset management staff.  Performs the duties of the Manager in his or her absence.  Manages Water Services GIS functions, including content, database management, and personnel.  Manages the department’s computerized maintenance management system, including managing asset inventory, maintenance records, work order records, schedules, warehouse inventory, resources, and reports.  Assists operations staff in maintenance planning and scheduling.  Manages the GIS and CMMS intern program; establishes and maintains relationships with local colleges and universities; interviews and hires staff; manages daily schedules and work assignments.  Oversees the coordination and efficiency of asset management databases, including GIS, CMMS, and inspection databases.  Manages the work of GIS Technicians in daily activities, including linear updates to maps, database updates, online content updates, GPS data uploads, and coordination with field crews.  Oversees the collection of GPS data; plans and executes GPS work orders, forms and data transfers to GIS; maintains GPS data dictionaries to coordinate GIS data dictionaries.  Assists in the development and maintenance of the critical equipment program, including the maintenance of equipment performance records in the CMMS and the development of reports for executive management staff.  Assists in the Manager in the development and maintenance of the Risk Assessment Program for linear and process assets.  Assists in the development and maintenance of the CIP plan.   Coordinates and ensures the compliance of developers with the as-built delivery policy; communicates with developers to ensure that requirements are met.  Oversees GIS, CMMS GPS, and inspection staff training; develops and maintains training guides; performs online and in-person training for all asset management software, hardware, databases, and processes; coordinates training with software companies.  Coordinates internal preventative maintenance training; establishes and maintains and training plan to communicate the definition and requirements of preventative maintenance.  Supervises and coordinates the procurement, installation, and maintenance of GIS, CMMS, GPS, and inspection software licenses; oversees annual license agreements for the asset management division.  Coordinates and supervises third-party assessments of linear and process assets; establishes third-party inspections and assessments; prepares and oversees related reporting.  Assists in creating CMMS and GIS dashboards for operations and maintenance staff.   Maintains inventory of all division hardware and software, including GPS equipment, tablets, phones, cameras, PCs, etc.   Assists in the development and analysis of strategic flow monitoring in the wastewater collection system.

MINIMUM QUALIFICATIONS:    18 year or older.  High School Diploma, GED and/or equivalent work experience.  Valid Alabama Driver’s license.  BS degree in a course of study related to the occupational field.   Experience associated with one to three years’ experience or service.  Possession of or ability to readily obtain Grade II wastewater certification.

KNOWLEDGE REQUIRED BY THE POSITION:   Knowledge of CMMS and GIS software.  Knowledge of CCTV inspection and coding software.  Knowledge of utility system preventative maintenance principles.   Knowledge of asset performance analytics.  Knowledge of city and department policies and procedures.  Knowledge of computers and job-related software programs.  Skill in prioritizing and planning daily and scheduled tasks.  Skill in personnel management principles.  Skill in work and time management prioritization.  Skill in the training and supervision of personnel.   Skill in prioritizing and planning.   Skill in interpersonal relations.   Skill in oral and written communication.

PHYSICAL DEMANDS/ WORK ENVIRONMENT:   The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, stooping, or walking. The employee frequently lifts light and occasionally heavy objects, distinguishes between shades of color, and utilizes the sense of smell.  The work is typically performed outdoors, occasionally in cold or inclement weather.  The employee is exposed to machinery with moving parts.  Physical strength, ability, and mobility to perform all essential job functions with or without accommodation.  Must be willing to work overtime, non-standard work hours, holidays, shifts, and weekends as necessary.  Must be willing to be on-call.
