JOB SUMMARY:  This position performs accounting duties in support of city cash management and financial accounting operations. An incumbent in this position may be                                                   designated “Senior Cash Management/Finance Accountant.”

MAJOR DUTIES: Receives and process invoices and vouchers for accounts payable for city utility departments. Assigns department, General Ledger account, and vendor numbers to all invoices.  Performs accounts payable functions.  Generates quantity summary, account analysis, materials received, materials used, and account distribution reports for utility departments to ensure that the accounts payable General Ledger balances to warehouse materials received.  Complete calculations required to pay appropriate vendors based on contributions made on utility bill payments.  Compiles work orders, invoices, cancelled checks, and invoice reports for state reimbursement and bond acquisitions as requested by the Finance Director.   Identifies the difference between inventory purchase orders and non-inventory purchase orders to ensure that correct General Ledger accounts are charged.  Provides auditors with invoices, checks, and material packets as directed. Ensures monthly payments for tax equivalents, general fund payroll, and Limestone County Economic Development are paid. Checks invoices for price accuracy.  Reconciles credit card statements and posts journal entries to General Ledger; makes appropriate bank transfers. Makes appropriate bank transfers and journal entries for fuel account.  Creates inventory tickets for physical inventory county. Assists in importing and processing customer refunds.  Analyzes monthly statistical usage and revenue reports for utility departments in order to make appropriate bank transfers.  Prepares General Ledger packet to post debits and credits to appropriate accounts.  Receives and processes special revenue funds to the General Ledger.  Reconciles purchase orders and receiving reports in preparation for payment.  Processes accounts payable reports.  Distributes petty cash as appropriate. Completes credit applications and W-9 forms for new vendor accounts; assists with 1099 filings.  Posts materials used for monthly projects to appropriate work orders.  Updates accounting period for inventory control on a monthly basis.  Voids and reissues checks as appropriate.  Performs related duties.

MINIMUM QUALIFICATIONS:   18 year or older.  High School Diploma, GED and/or equivalent work experience.   Valid Alabama Driver’s license.   BS degree in a course of study or related to the occupational field preferred.  Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with the completion of an apprenticeship/internship or having had a similar position for one to two years.

KNOWLEDGE REQUIRED BY THE POSITION:   Knowledge of Uniform Systems of Accounts for Utilities.   Knowledge of generally accepted accounting principles.  Knowledge of computers and job-related software programs.  Knowledge of electronic bank transfers.  Skill in applying accounting principles in order to solve problems.  Skill in prioritizing and planning.  Skill in interpersonal relations.  Skill in oral and written communication.

COMPLEXITY/SCOPE OF WORK:    The work consists of varied accounting duties. The need for accuracy contributes to the complexity of the work.  The purpose of this position is to provide cash management and accounting support for department operations. Success in this position contributes to the efficiency, effectiveness, and accuracy of those operations.

PHYSICAL DEMANDS/ WORK ENVIRONMENT:   The work is typically performed while sitting at a desk or table or while bending, crouching, or stooping. The employee occasionally lifts light objects.   The work is typically performed in an office.  Physical strength, ability, and mobility to perform all essential job functions with or without accommodation.  Must be willing to work overtime, non-standard work hours, holidays, shifts, and weekends as necessary.  Must be willing to be on-call.
