JOB SUMMARY:  This position performs technical duties in the processing of accounts receivable. An incumbent in this position may be designated “Accounts Receivable Technician II” or “Accounts Receivable Technician III.”

MAJOR DUTIES:  Answers telephone and greets visitor; provides information and assistance.  Processes utility bills and other payments via mail, depository, credit cards, and in person; processes bank drafts.  Processes returned checks; processes returned mail and updates address.  Processes refunds.  Processes meter changes.  Balances cash drawer and credit card payments daily.  Posts daily collections into computer system.  Processes duplicate bills, historical printouts, and rereads on accounts.  Processes work orders.  Sets up new accounts.  Scans checks to prepare bank deposits.  Determines applicable fees and amounts based on city and county rates and on meter sizes.   Utilizes rate schedules to compute bills or explain amounts to customers.  Researches customer account information to answer questions and determine amount owed.  Assists Service and Collection Representatives with disconnect verifications.   Receives and processes requests from customers related to work orders, disconnects, connects, transfers, etc.  Ensures compliance with city policies related to collections and the establishment of new services.  Prepares meter work and other work orders.  Receives appropriate rental agreements from customers.  Researches computer database to tract and retrieve relevant customer information.  Maintains files and records.  Performs related duties.

MINIMUM QUALIFICATIONS:   18 year or older.  High School Diploma, GED and/or equivalent work experience.   Valid Alabama Driver’s license.  Ability to read, write and perform mathematical calculations.  Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with the completion of an apprenticeship/internship or having had a similar position for one to two years.

KNOWLEDGE REQUIRED BY THE POSITION:    Knowledge of accounts receivable principles and practices.  Knowledge of customer services principles and practices.  Knowledge of utility rate schedules.  Knowledge of file and records maintenance.  Knowledge of computers and job-related software programs.   Skill in problem solving.  Skill in prioritizing and planning.  Skill in interpersonal relations.  Skill in oral and written communication.

COMPLEXITY/SCOPE OF WORK:   The work consists of related technical and customer service duties. The unique needs of each customer contribute to the complexity of the position.  The purpose of this position is to perform technical and customer service duties in support of the establishment and maintenance of customer accounts. Success in this position contributes to the efficiency and effectiveness of department operations.

PHYSICAL DEMANDS/ WORK ENVIRONMENT:  The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, or stooping. The employee occasionally lifts light objects.   The work is typically performed in an office.  Physical strength, ability, and mobility to perform all essential job functions with or without accommodation.  Must be willing to work overtime, non-standard work hours, holidays, shifts, and weekends as necessary.  Must be willing to be on-call.
