Perry (Perryville) at Broadway to Close
for Stormwater Improvements

Perry Avenue will be closed at Broadway next to Capaha Park on June 15 and will reopen by the end of the following week. Broadway will remain open. Some refer to this intersection as "Perryville" and Broadway. Stormwater inlets will be installed on Perry as part of a Parks, Recreation and Stormwater tax renewal approved by voters in 2018. Detours will be posted and affected residents will be notified by the contractor.

Cape Rock Sidewalk Survey for Grant Application

The City wishes to participate in a competitive grant program for funding to construct sidewalks along North Cape Rock Drive from Kingshighway to Perryville Road. As part of the grant application, public input on the potential sidewalk project is desired. Please take this two question survey.

Welcome New Officers

The Cape Girardeau Police Department welcomed four new officers recently: Bob Gowen, Joel Koesterer, Ryan Greenwalt, and Brittany Heath. These Southeast Missouri State University Law Enforcement Academy graduates have already been sworn-in at City Hall.
The Cape Girardeau City Council and Manager are fully committed to public safety. They passed a brand new pay plan last week after recently adding hiring incentives and more tools to support the department.

Street Renovation Projects

Our crews will fill potholes and fix panels as resources are available. They will also bid out additional street projects this summer to be complete in 2023 thanks to the Capital Improvement Sales Tax Renewal of 2019 which included an extra $1 million every two years to complete more repairs faster. The projects below were approved by voters through the Transportation Trust Fund (TTF).

Highlights from Street Renovations Planned for 2022
Sprigg Street from William Street to Broadway is underway and to be complete by November 2022.
West End between Rose and Bertling will start soon and be complete within a year.
College Street has started and Main Street from Roberts to Cape Rock Drive will go to bid this year.

Water Valve Maintenance

Our Water Division, contracted to Alliance Water Resources, exercises water valves by turning them on and off to be sure they are operational. When valves are left without maintenance for long periods of time they can become hard to move which could be a serious problem during an emergency like a 3 a.m. water main break. We have 4,852 valves in Cape Girardeau and our goal is to exercise around 400/year.

Glass Bottles and Jars
are 100% Recyclable

They can be recycled into other glass bottles and jars over and over again without losing quality or purity. In the City of Cape we have collection bins at the Osage Centre, Arena Building, Recycling Center and Fire Stations 1, 2 and 3. Glass is not picked up curbside and only glass bottles and jars are accepted at the drop off sites. Drinking glasses, windows and glass objects have different chemical properties and melt at different temperatures so they are not recyclable in our program. www.cityofcape.org/recycling

"Final Rule" Impact on ARP Funding

The City of Cape Girardeau will receive the second half of the Coronavirus State and Local Fiscal Recovery Funds from the United States Department of Treasury in June of 2022 as authorized by the American Rescue Plan (ARP). The City will receive $4,140,336.50. The City received the first round of ARP funding in 2021 and allocated portions of those monies to fund public safety health and wellness ($90,850), sewer inflow and infiltration ($2,950,000), Lorimier Street sewer ($312,438), City Hall fiber ($70,550), and Shot Spotter ($178,200).

In the coming months, the City Council and staff will be reviewing how to allocate the remaining funds for government services as required by the ARP to be spent by the end of 2024.  When the City allocated the funds in 2021, the City did so according to the Department of Treasury’s interim rule that was in effect at the time.  A final rule adopted in 2022 is now in place that will dictate how the ARP funds may be spent by the City.  Under the "final rule", examples of government services that may be funded according to the ARP include, but are not limited to: street maintenance and repair; police, fire, and other public safety services; government administration; water, sewer, and broadband infrastructure; and demolition or deconstruction of vacant properties.
