Residential Waste and Recycling Services Announcement

No Service Delays For Residential Waste And Recycling Services During The Christmas And New Year Holiday. Due to Christmas Day and New Year’s Day falling on a Sunday, there will be no disruption inregular residential waste and recycling service. As a result, EDCO will be performing regularly scheduled residential collection services during the weeks of Dec. 26 and Jan. 2. All public disposal sites, buyback centers and customer service offices will be closed Sunday, Dec. 25 and Sunday, Jan. 1 only. This includes Fallbrook Waste & Recycling Services.

New Year’s Eve Social Dance 

Come dressed to the nines and join us as we ring in the New Year with a live band, delicious meal and a toast to 2023! This event, for those age 50 and up, will be held at the Encinitas Community and Senior Center. Doors open at 1:30 p.m. and tickets are on sale at the Community Center front desk for $10 each. A limited number of tickets are still available, don’t miss out on this wonderful tradition! For more information call the Community and Senior Center at 760-943-2250.

Reduce Your Holiday Waste

The City’s Zero Waste Program at Public Works is working closely with EDCO to ensure maximum waste diversion this holiday season. EDCO’s environmental times newsletter contains valuable information about Christmas tree recycling, organics recycling, zero waste tips and EDCO’s holiday pickup schedule. Be sure to check the City’s social media channels for tips on holiday recycling, low waste gifting and more! 

Cyclovia Encinitas rolls onto Coast Highway 101 

Bring your friends and family to enjoy downtown at Cyclovia Encinitas – presented by Encinitas BCycle/Trek/Electra. South Coast Highway 101 will be closed to cars from D Street to J Street, allowing you to get out and explore downtown Encinitas at a different pace, by bike, on foot or other means of self-powered transportation.

There will be plenty of great shops, dining and activities to check out including a bicycle safety rodeo, bike skills course, bike and helmet decorating station, informational booths and more. It’s a great opportunity to break out the bikes, boards and scooters to see downtown at a different pace! Cyclovia Encinitas is a partnership effort between the City of Encinitas, the City’s Environmental Commission and Mobility and Traffic Safety Commission along with other partners. The event promotes mobility and the City’s Climate Action Plan.

Proposed Smoking Ordinance – Public Comment Period

The City is seeking public comments regarding a proposed Smoking Ordinance. The proposed ordinance would prohibit smoking in all public spaces, places of employment and within 20 feet of any door, window, opening or vent into a public space. The proposed ordinance would permit smoking on private residential property, up to 20 percent of hotel/motel rooms and in a moving vehicle.

Public Input for the City’s General Plan Safety Element 

The public review draft of the City’s General Plan Safety Element is available for public input from Nov. 18 to Jan. 18. The City is mandated by state law (Government Code Section 65302(g)(3)) to update the Safety Element in conjunction with a Housing Element, or upon an update to the City’s hazard mitigation plan. The purpose of the Safety Element is to identify community safety risks (fire hazards, geologic risks, flooding and climate change) and establish goals, policies and programs to safeguard residents and businesses from those risks. Other topics addressed in the Safety Element include emergency preparedness, hazardous materials and waste, evacuation constraints, shoreline protection and how the City of Encinitas should respond to sea level rise. Point-in-Time Count

The annual Point-in-Time Count (PIT Count) is scheduled to take place Jan. 26. The Regional Task Force on Homelessness is the County’s Continuum of Care provider, and they are actively looking for volunteers to participate in the PIT Count.

City Notice

Notice Is Hereby Given that the City of Encinitas is accepting applications to fill a vacancy on the Encinitas City Council for District 1 with a term ending upon the certification of the Nov. 2024 election. 

The deadline for submitting applications is Jan. 10 at 5 p.m. 

All applicants will be asked to attend the Jan. 18 City Council meeting (date is subject to change) to discuss their qualifications and interest in serving on the City Council. Depending on the number of applicants, appointments may be made at the same Council meeting or a subsequent City Council meeting date. 

General Qualifications For Applicants:

- An applicant must be 18 years of age and a citizen of the State of California
- An applicant must be a resident and registered voter of the City of Encinitas District 1
- A person is disqualified from holding any office upon conviction of designated crimes as specified in the Constitution and the laws of the State of California

City Notice

Notice Is Hereby Given that the City of Encinitas is currently accepting applications for the annual recruitment and appointment to City Commissions. Application forms must be completed online from the City’s website. All applicants must be registered voters of the City of Encinitas. There are two application deadlines: one for incumbents wishing to reapply and a later date for all other applicants. The deadline for incumbents wishing to reapply is Thursday, Jan. 19 at 5 p.m., and the deadline for all other applicants is Thursday, Jan. 26 at 5 p.m. All applicants will be asked to attend the Feb. 8 City Council meeting (subject to change) to briefly discuss (two to three minutes) their qualifications and interest in serving on a commission. Appointments may be made at the same meeting or continued to a future City Council meeting. Terms will begin Mar. 1.

Infrastructure Task Force Applications

The City of Encinitas is accepting applications for appointment to the newly created Infrastructure Task Force (ITF). Members of the ITF will be appointed by the City Council and include seven community members based on the following structure:

a. One member from each Council District for a total of four (4) members

b. Three (3) at-large members 

c. The seven (7) members shall be a combination of backgrounds and experience. Council will strive to include at least: 

- Two women
- One person of color
- At least one person who rents their residence
- At least one person from a city business group/association
- At least one person with expertise in mobility – cycling, walking etc.
- At least one person with technical expertise in finance/accounting
- At least one person with technical expertise in construction, transportation planning or civil engineering.

The identified draft mission and overarching goals for the ITF: 

- Identify the City’s capital improvement backlog and future needs for the 2025 to 2035 timeframe.
- Define criteria and clarify processes for identifying and prioritizing future city CIP needs, projects and funding opportunities.
- Ensure that the CIP program and prioritization is linked to the City’s policies, strategic plan and planning priorities.
- Ensure transparency in communications about infrastructure needs, challenges and the work of the ITF. Make recommendations regarding funding the City’s infrastructure backlog at the conclusion of the task force work.

The ITF meetings are open to the public and will be noticed according to the Brown Act. Meetings will be held bi-monthly from January 2023 through January 2024, culminating in a final report with recommendations and presentation to the City Council in February or March 2024. The City requires all commissions, committees, task forces and board members to be vaccinated for COVID-19. ITF members shall attest that they are in compliance with the vaccine regulations required by the City. For more information, click here to view the City Council agenda report.

Leucadia Streetscape Safety and Mobility Enhancements Complete

Just in time for the holidays, the Leucadia Streetscape Safety and Mobility Enhancements project has been completed! Thank you for your patience during construction. Here’s a look at the recent improvements in your community:

- Created a dedicated green bike lane from Basil Street to La Costa Avenue
- Restriped existing lanes
- Reduced Coast Highway to one vehicular lane in each direction through most of the corridor
- Introduced seamless multimodal connectivity throughout the Leucadia corridor

What’s Next? 

The City is preparing for the Leucadia Streetscape Segment C West project. Construction is anticipated to begin in mid 2023. Project benefits include: 

- Additional parking on the west and east sides of Highway 101
- Two new city roundabouts at Grandview Street and Jupiter Street
- Storm drain infrastructure improvements to reduce flooding
- A dedicated green bike lane throughout the corridor
- Median improvements, including landscaping and enhanced irrigation
- Wider sidewalks with street furniture
- Additional street lighting
- New and improved crosswalks
- A new pedestrian crossing signal at Avocado Street
