City Of Encinitas Weekly Update - November 30, 2022

Encinitas Holiday this Saturday!

The Encinitas Holiday Parade – presented by Ting Internet will take place this weekend on Coast Highway 101. At 5 p.m., a tree lighting ceremony will take place with a brief appearance by Santa at the Lumberyard Shops courtyard between H and I Street on the east side of Highway101. The parade will begin shortly after the tree lighting and entries will move South on the 101 from D Street to J Street.

The 2022 parade theme is “Classic Encinitas.” From cars to fashion to music, and Encinitas legends, lore and tradition, at the parade we’ll see our parade entries go all out representing what “Classic Encinitas” means to them. Look forward to a blast from the past and a holiday celebration for all ages!

Encinitas Holiday Décor Contest

Registration is now open for the Holiday Décor Contest presented by the Encinitas Youth Commission. Entries to showcase your home’s festive décor will be accepted through midnight on Dec. 5 and will be judged on presentation, theme, originality and creativity. There is a $10 submission fee and participants must include a high-resolution photo. One winner from each of Encinitas’ five communities will be selected with one being deemed the grand prize winner! Submit your entry today!

Winter Holiday Choir

Enjoy a cheerful holiday concert that celebrates the season as North Coast Singers present nondenominational favorites accompanied by piano for the whole family to sing along. Two matinee performance times are available. General admission is $25 for adults and $9 for children 3 to 17 years old (two and under are free). Front row seats are available for $35 for all ages.

Energy Efficiency Tips

As the temperature cools outside, be mindful of your energy consumption indoors. Maximize your home’s energy efficiency this fall and winter by following these easy tips: 

1. Program your thermostat to the lowest comfortable temperature, typically 68°F when awake and lower when asleep or away.

2. Weatherize your doors and windows to reduce heat loss.

3. Utilize natural heat from the sun by opening south-facing windows during the day.

4. Maintain your heating systems through routine services and filter replacements.

5. Reduce heat loss from fireplaces by lowering the thermostat or turning it off.

City Notice

NOTICE IS HEREBY GIVEN that the City of Encinitas is currently accepting applications for the annual recruitment and appointment to City Commissions. Application forms must be completed online from the City’s website. All applicants must be registered voters of the City of Encinitas. There are two application deadlines: one for incumbents wishing to reapply and a later date for all other applicants. The deadline for incumbents wishing to reapply is Thursday, Jan. 19 at 5 p.m., and the deadline for all other applicants is Thursday, Jan. 26 at 5 p.m. All applicants will be asked to attend the Feb. 8 City Council meeting (subject to change) to briefly discuss (two to three minutes) their qualifications and interest in serving on a commission. Appointments may be made at the same meeting or continued to a future City Council meeting. Terms will begin Mar. 1.

Infrastructure Task Force Applications

The City of Encinitas is accepting applications for appointment to the newly created Infrastructure Task Force (ITF). Members of the ITF will be appointed by the City Council and include seven community members based on the following structure:

a. One member from each Council District for a total of four (4) members

b. Three (3) at-large members 

c. The seven (7) members shall be a combination of backgrounds and experience. Council will strive to include at least: 

- Two women

- One person of color

- At least one person who rents their residence

- At least one person from a city business group/association

- At least one person with expertise in mobility – cycling, walking etc.

- At least one person with technical expertise in finance/accounting

- At least one person with technical expertise in construction, transportation planning or civil engineering. 

The identified draft mission and overarching goals for the ITF: 

- Identify the City’s capital improvement backlog and future needs for the 2025 to 2035 timeframe. 

- Define criteria and clarify processes for identifying and prioritizing future city CIP needs, projects and funding opportunities. 

- Ensure that the CIP program and prioritization is linked to the City’s policies, strategic plan and planning priorities. 

- Ensure transparency in communications about infrastructure needs, challenges and the work of the ITF. Make recommendations regarding funding the City’s infrastructure backlog at the conclusion of the task force work. 

The ITF meetings are open to the public and will be noticed according to the Brown Act. Meetings will be held bi-monthly from January 2023 through January 2024, culminating in a final report with recommendations and presentation to the City Council in February or March 2024. The City requires all commissions, committees, task forces and board members to be vaccinated for COVID-19. ITF members shall attest that they are in compliance with the vaccine regulations required by the City. For more information, click here to view the City Council agenda report.

Development Services Department

The last day to submit for permits through the Customer Self-Service (CSS) portal before the City’s December holiday closure is Dec. 20 at 5 p.m. No new permit submittals will be accepted during the City Holiday closure. The new 2022 Building/Fire Codes will go into effect on Jan 1, 2023.
