Stay Cool and Beat the Heat

On Wednesday, August 31, Governor Newsom proclaimed a State of Emergency in response to the Extreme Heat Event which will impact California over Labor Day Weekend. The Proclamation includes provisions to reduce impact to the State's energy grid, temporarily relaxing certain regulations in order to maximize energy production.

In Fremont, an Excessive Heat Watch is scheduled to take effect Saturday, September 3, at 11:00 am continuing through Labor Day, Monday, September 6, at 8:00 pm. High temperatures are forecasted to enter the mid- to high-80s today through Saturday, increasing to the mid-90s Sunday through Tuesday. Cooling Centers will activate over the Labor Day weekend and will likely be open through Tuesday. During this time, Fremont will likely enter the High Risk range of the National Weather Service HeatRisk criteria. Air quality is currently projected to remain Moderate range for the duration of the current forecast, through Monday, September 5.

For the most current Cooling Center locations and hours, as well as heat safety tips and heat-related illness symptoms/what to do, please visit the City’s website.

Upcoming September 6 Council Meeting

Introduction of Ordinance to Prohibit Spectator Participation in Illegal Street Racing or Sideshow Activities

At next week’s City Council meeting on Tuesday, September 6, 2022, which begins at 7:00 pm, the Council will hear a presentation by Fremont Police Department staff to introduce an ordinance aimed to prohibit spectators participating in illegal street racing or sideshow events. Vehicle exhibitions and street racing have been a recurring concern for the health and safety of motorists, pedestrians, and residents in the city. These activities have caused fatal collisions, property damage, and traffic congestion, creating a public nuisance. Illegal speed contests, exhibitions of speed, and sideshows pose a clear danger to the residents of the city and the motoring public traveling on the roadways within the city. Current state law does not create any criminal liability for attendees or promotors of such events. The purpose of the proposed ordinance is to prohibit promotion of and attendance at these illegal racing events with the aim of significantly curbing this criminal activity.

City Council agendas and how to attend the virtual meetings will be posted online in the Agenda Center at least 72 hours in advance of the meeting.

Revised Draft Housing Element Submitted to State

The City would like to thank everyone who contributed feedback on the Draft 2023-2031 Housing Element, Fremont’s eight-year plan to meet the housing needs of everyone in the community. The revised Draft 2023-2031 Housing Element now incorporates public comments and suggestions that staff received regarding the original draft. Staff have prepared Appendix B, an overview of public comments and staff responses, in order to show the public where changes have been made.

The revised Draft 2023-2031 Housing Element has now been submitted to the State of California’s Department of Housing and Community Development (HCD) for their review and comment. HCD will review the Housing Element for compliance with state laws and regulations. Staff anticipates receiving formal comments from HCD in late November 2023. Staff would then prepare a final 2023-2031 Housing Element for adoption by the Fremont City Council in early 2023.

In the meantime, staff is still accepting feedback on the Housing Element. Please email any comments to [email protected].
