Fremont’s Thriving Battery Manufacturing Ecosystem

Fremont is known for many landmarks and industries, such as Mission Peak, our historic Niles District, life science companies, Mission San Jose, and more, but did you know that Fremont is also the nation’s epicenter of battery manufacturing? In fact, Fremont is home to over 50 clean and green tech companies as well as more cleantech jobs than anywhere in the nation.

Silicon Valley Business Journal recently mentioned Fremont in an article covering Bay Area battery companies, stating “It’s clear from the funding tallies that the Bay Area has become a hub of battery innovation. That’s no accident, industry experts say. You don’t have to look any further than Fremont to understand a big part of the reason why.”

Council Adopts Animal Ordinance Amendments to Title 6

At the September 20, 2022 Fremont City Council Meeting, the Council passed amendments to Title 6 Animals. Amendments for urban farming will permit goats in residential areas under certain circumstances, expand ownership of beehives, and clarify and update the chicken ownership ordinance. Also included in the amendments is a reduction in the length of stay for impounded animals, animal services manager discretion to waive impound fees for residents experiencing financial hardship, alignment of dog leash length in public parks with the ordinance for Parks and Recreation, and alignment of the City’s ordinance with recent state law changes for canine anti-rabies vaccination.

Council Adopts Program Fee for Rent Review Ordinance

At the September 20, 2022 Fremont City Council Meeting, City staff presented the Rent Review Ordinance (RRO) annual report on the status of the rent review program. In 2021, a total of 26 requests for rent review were received between January 1 and December 31. Of the 26 cases, 13 were resolved by consultation, two were partially resolved by mediation, and one was resolved by mediation. Most of the resolved cases involved modifications of rent increases. City staff has seen an uptick in rent increase cases since the prior year and anticipate more in the upcoming fiscal year as the rental and job markets recover. As part of the update, the Council approved the staff recommendation to adopt a $13 per-unit fee for landlords with four or more units for fiscal year 2022/23, which runs from July 1, 2022 through June 30, 2023, for full cost-recovery of administering the Rent Review Ordinance.

Disability Resource Festival and Opportunity to Meet First Responders

The Disability Resource Festival and Opportunity to Meet First Responders is happening this Sunday, September 25 from 11:00 am to 2:00 pm at the City of Fremont's Downtown Event Center, 3500 Capitol Ave. The goal of this free resource fair is to build positive relationships between the disability community and first responders while connecting people with disabilities and their families to helpful area resources. The City’s Fire and Police Departments will conduct demonstrations and local agencies providing services for those with disabilities will be on hand to share information. Lunch is now sold out so registration is closed yet walk-ins for the Resource Festival are welcome.

This event is brought to you by the City of Fremont Human Relations Commission in partnership with Mission Valley Special Education Local Planning Area and Friends of Children with Special Needs with support from the City of Fremont Human Services Department.

Movies Under the Stars

Our outdoor movie night is coming up on Friday, September 30, featuring Encanto! This event take place at the Central Park Performance Pavilion near the Fremont Community Center. State of the County

The Fremont Chamber of Commerce is presenting an in-person State of the County address on Wednesday, October 12 from 12:00 pm to 1:00 pm at the Fremont Downtown Event Center, located at 3500 Capitol Ave.

The event includes lunch, networking, and a presentation from Alameda County Supervisor David Haubert (District 1).

Student Transit Pass Program

Back-to-school season is here and applications for the affordable Student Transit Pass Program are now open. This program expands transportation options and makes it easier for Alameda County’s middle and high school students to travel to and from school and school-related programs, jobs, and other activities. The program reduces transportation access barriers and builds support for transit in the county. View the application for Fremont Unified School District schools.

Alameda CTC is responsible for the implementation of this program in Alameda County, which provides free youth Clipper cards to eligible middle and high school students in Alameda County that can be used for unlimited free bus rides in their area, as well as a 50% discount on BART trips and youth discounts on other transit systems.

COVID-19 Corner

The local health emergency remains in effect for the time being. 

With improvement in COVID-19 metrics over the past several weeks Alameda County is currently reviewing several of its COVID-19 policies. In the past, the County has observed substantial improvements in cases followed by surges of severe disease. Alameda County may lift the local health emergency when overall conditions are reassuring and they are confident that taking this action will not undermine the response activities needed for expected future COVID-19 waves. The County does not expect to continue a local health emergency beyond the state and federal emergencies, which also remain in effect. 

The State of California has further aligned COVID-19 mask policy with current Centers for Disease Control guidance.

- State and County mask guidance for the general public now point to CDC's COVID-19 Community Level mask recommendations. 

- Masks remain required in California health care settings and long-term care facilities, where many people are at higher risk of severe COVID-19 outcomes.

- The State no longer requires masks in other congregate residential settings, unless there is an outbreak or when a County moves to Medium or High COVID-19 Community Levels.

- Workers and residents in those settings can choose to mask and employers can require masking. In workplaces, employers are also subject to Cal/OSHA COVID-19 Emergency Temporary Standards or the Aerosol Transmissible Diseases Standard.

- Alameda County Health Care Services Agency (HCSA) reminds residents that COVID-19 is still with us and the virus is circulating in Alameda County. Based on your and your household’s risk, you may want to continue masking even when the County COVID-19 Community Level is Low.

Since January 2021, Alameda County’s COVID-19 K-12 school guidance has been aligned with the State’s. The County does not have additional requirements for K-12 schools beyond what California requires.

- State regulations dictate reporting requirements, including Cal/OSHA.

- Reporting of K-12-related COVID-19 cases occurs through a State-operated portal. Local Health Jurisdictions created reporting thresholds for children and youth settings.

- Alameda County’s thresholds are available online.

- Alameda County continues to require isolation if tested positive for COVID-19 or experiencing symptoms.

Alameda County residents can schedule appointments with health care providers and major pharmacies to receive the new, free COVID-19 updated booster vaccinations.

- Updated Moderna boosters are for individuals 18 years of age and older.
- Pfizer-BioNTech updated boosters are for individuals 12 years of age and older.
- The updated boosters are "bivalent," meaning they increase immunity against the original coronavirus strain while also protecting against the newer Omicron subvariants.
- The updated boosters reduce the most severe outcomes of COVID-19, such as hospitalization and death.
- The County encourages individuals to check with their medical provider or local clinic for an updated booster  appointment, or to book through https://www.vaccines.gov. Appointments will also become available through https://myturn.ca.gov in coming weeks.

Free COVID-19 Testing Drive-Thru at Central Park

Over the next few months, the City of Fremont is partnering with Bay Area Community Health (BACH) to provide no-cost drive-thru COVID testing. Drive-thru appointments are available on the following dates from 9:00 am to 3:30 pm at the Fremont Central Park Parking Lot, behind Aqua Adventure Waterpark, 40500 Paseo Padre Pkwy.:

Masks are required to protect the health and safety of both workers and visitors. Registration is required. Minors under 18 must be accompanied by an adult.
