The City of Galveston is required by the U.S. Dept. of Housing and Urban Development (HUD) to submit an annual Consolidated Annual Performance and Evaluation Report (CAPER). This report provides an assessment of the City’s progress in carrying out its five-year strategic plan and one-year action plan for the HUD-funded programs: Community Development Block Grant Program (CDBG) and HOME Investment Partnerships Program (HOME). This notice is to make the CAPER available to the public for comments prior to its submittal to HUD by August 29, 2022.

The City’s 2021 CAPER is available for review from August 12th through 26th online at https://www.galvestontx.gov/1052/5-year-Consolidated-Plan or by email to [email protected]. This report covers the 2021 Program Year of June 1, 2021 through May 31, 2022. 

The City has a Program Income (PI) Amendment for the 2021 program year. The PI for 2021 was estimated at $20,000 in CDBG and $30,000 in HOME and the actual receipts were $52,718.71 in CDBG and $74,877.37 in HOME. Due to the deviation in CDBG and HOME PI receipts to estimates of more than the City’s 25% rule for a substantial amendment, this is to notify the public of the amendment in PI receipts that became available to complete the objectives of the City’s Consolidated Plan.

Comments received by 4 p.m. on August 26, 2022, will be considered in the HUD submittal of the 2021 CAPER. The Grants & Housing Dept. will conduct a PUBLIC HEARING to receive citizen comments on the City’s 2021 CDBG and HOME Programs CAPER as follows:
