GENERAL DESCRIPTION OF POSITION

This position manages the accounts payable and accounts receivable for the Finance Department that consists two accounts payable personnel, one cash receipting personnel, and one cash reconciliation personnel.  There are also duties relating to month end and year-end closing and preparation of financial statements.  

ESSENTIAL DUTIES AND RESPONSIBILITIES

1. Provide oversight and review payments to all City vendors that includes supervising two AP employees. This duty is performed daily, about 20% of the time.

2. Review accounting for district court, make distributions, and reconcile. This duty is performed monthly, about 5% of the time.

3. Review accounting for airport, reconcile, and do journal entries. This duty is performed monthly, about 5% of the time.

4. Review daily cash transaction and supervision of cash management technician. This duty is performed daily, about 5% of the time.

5. Do month end analysis and journalization of cost allocations, due to/froms, and other journals. This duty is performed monthly, about 10% of the time.

6. Upload ACH transactions to the bank. This duty is performed weekly, about 2% of the time.

7. Provide accounting for the Employee Wellness fund. This duty is performed weekly, about 5% of the time.

8. Serve as one of the top team members for the year end close and CAFR compilation process. This duty is performed annually, about 10% of the time.

9. Participate in the development of the City's annual budget. This duty is performed annually, about 5% of the time.

10. Work with purchasing to develop each year’s reappropriations. This duty is performed annually, about 2% of the time.

11. Plan and perform random cash counts in various departments. This duty is performed monthly, about 2% of the time.

12. Work closely with IS in setting up proper internal controls on the financial management software. This duty is performed as needed, about 2% of the time.

13. Assure that payroll liabilities are paid promptly and accurately. This duty is performed weekly, about 2% of the time.

14. Assist the Finance Director or Assistant Finance Director in the preparation of the monthly report. This duty is performed monthly, about 3% of the time.

15. Account for the City's water and wastewater inventory. This duty is performed monthly, about 1% of the time.

16. Prepare and submit the monthly sales tax report to the State of Arkansas. This duty is performed monthly, about 5% of the time.

17. Provide oversight of the internal cash collection function, which consists of one employee. This duty is performed daily, about 5% of the time.

18. Work with other department staff to reconcile differences and provide guidance on accounting issues. This duty is performed daily, about 5% of the time.

19. Review accounting for the fleet labor, parts, and fuel. This duty is performed monthly, about 3% of the time.

20. Review all journals initiated by reporting staff (utility billings and adjustment, City utility bills). This duty is performed daily, about 3% of the time.

21. Perform any other related duties as required or assigned.

QUALIFICATIONS

To perform this job successfully, an individual must be able to perform each essential duty mentioned satisfactorily.  The requirements listed below are representative of the knowledge, skill, and/or ability required.

EDUCATION AND EXPERIENCE

Accounting Degree with a broad knowledge of accounting, marketing, business administration, finance, etc.  plus 4 years related experience and/or training, and 2 years related management experience, or equivalent combination of education and experience.
