Utility Billing Services Director

GENERAL DESCRIPTION OF POSITION
Under supervision and specific direction from the Deputy City Manager plans, organizes, and directs the activities of the Utility Billing, Customer Service, and Water Meter Departments. Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; recommend, within departmental policy, appropriate service and staffing levels.  Oversees all aspects of billing, payment collection, cash balancing, customer relations, and meter reading and billing.   Ensures work quality and accuracy and oversees the maintenance of appropriate accounting records.  Supervises assigned staff.  Resolves customer complaints and ensures customer service quality.  Interprets and implements City policy.  Researches and recommends improvements in billing practices and customer service.

ESSENTIAL DUTIES AND RESPONSIBILITIES
1. Directs and oversees utility billing, customer service, water meter employees,
2. Ability to formulate and maintain administrative record systems,
3. Negotiate and manage contracts with several third party service providers to include credit      card processing companies, banking partners, and software vendors.
4. Establishes and monitors necessary internal controls,
5. Evaluate work products, methods and procedures; meet with staff to identify and resolve problems.
6. Participate in the development and administration of the department’s annual budget, and controls expenditures,
7. Monitor and approve expenditures; implement adjustments.
8. Responsible for Utility Billing software which includes selection of vendor, coordination with Information technology on upgrades and problems, and decisions regarding software selection and implementation.
9. Develops employee descriptions and determines work flow.
10. Trains employees and evaluates staff training.
11. Perform any other related duties as required or assigned.

JOB DESCRIPTION

Qualifications
Must possess a high school diploma or equivalent, must have a broad knowledge of such fields as accounting, marketing, business administration, finance, etc. Equivalent to a four year college degree, plus 8 years related experience and/or training, and 5 years related management experience, or equivalent combination of education and experience; must be experienced in advanced contact management, database, payroll systems, spreadsheet, and Word.

DRUG TESTING All applicants are subject to pre-employment testing; individual in this position will be subject to random testing.
