On March 15, 2022 the City Council approved a resolution extending the City's existing emergency measures until further notice to correspond with the State and County reopening guidelines. These emergency measures can be changed at any time to coincide with further revisions to the State or Los Angeles County Health Officer's Order.

City Council Adopts 2022-24 Two-Year Investment Plan Focused on Public Safety, Water and Streets Infrastructure, and Rebuilding our Local Economy

At its meeting on June 21st, the City Council adopted its 2022-24 Budget and Capital Improvement Plan that will guide the City’s projects and programs for the next two years.  The approved Budget document – the first 2-year budget in the City’s history – represents more than $67 Million in investments into the Lomita community over those two years and will allow the City to better plan for projects and programs over multiple fiscal years. 
 
The budget carries forward Lomita’s long history of fiscal prudence and is structurally balanced without the use of carryover funds or reserves.  Revenues into the City’s General Fund (The primary source of funding for government-wide activities) are strong, and are bolstered by Measure L, the City’s local revenue measure approved by voters in 2020, which has allowed the City to provide support to local businesses and residents struggling to recover from the effects of the pandemic.  Revenues into the General Fund total more than $28 Million over two years, with overall revenues (including the City’s Water Enterprise Fund which can only be used for the City’s water system) totaling more than $64.6 Million.  The City’s primary revenue sources continue to be Sales and Use Taxes (including Measure L), Motor Vehicle Fees, and Property Taxes. 
 
The approved budget focuses on the priorities residents have established as most important to them with a recognition of the challenges facing our community and our local and national economies.  In addition to local investments, it strategically invests one-time monies received from the federal government into projects and programs that make direct positive impacts on the lives of our residents and helps our business continue on their path to recovery from the effects of the pandemic. 
 
The top priority of our residents, and in turn our top priority is to keep Lomita residents safe and protect their quality of life.  The budget details the City’s efforts to take proactive measures to ensure the safety and wellbeing of families across Lomita, and prioritizes emergency response, senior support, youth sports and programs, supporting local businesses and continued investments into the City’s core infrastructure – the City’s local roadways and Water System.  For more information on the approved budget and the City’s priority projects, visit the City’s website at www.Lomitacity.com.

We had an Amazing Founders' Day!

This past weekend we had our Founders' Day Celebration! Thank you to everyone who came out to celebrate! We would also like to thank Lomita Chamber of Commerce for their help, all the vendors, Lomita Sheriff's Station, LA County Fire, Supervisor Janice Hahn, local businesses, bands, and sponsors, and of course our staff. We hope to see you all again next year!

Vaccination Clinic Held at Founders' Day

As part of the 2022 Founders' Day event, Supervisor Janice Hahn's office hosted a COVID-19 vaccination clinic during Founders' Day. During the event, 130 people from Lomita and surrounding communities were vaccinated and 95 of those were children under the age of 5 for whom vaccines have recently become available. We'd like to thank Supervisor Hahn for her partnership in our community and for her generous support for Lomita's Founders' Day celebrations.

Lomita Adopts Stage 2 Drought Restrictions

In 2021, the Lomita City Council adopted a revised Water Shortage Contingency Plan, eventually declaring Water Shortage Contingency Stage 1 in December and State 2 on June 21, 2022. The following measures will take effect on July 1.

In addition to Stage 2 restrictions, baseline conservation prohibitions remain in place. The City maintains its ability to impose penalties for noncompliance with the restrictions provided under the various Stages. Should the City find it necessary to move to Stage 3 of the Contingency Plan (as West Basin has), further water saving measures and restrictions could take effect. 

As California continues to face unprecedented drought conditions, it is necessary to reevaluate water usage as we enter hot summer months. Late Fees and Water Shut-offs for Delinquent Accounts Resuming in August

In response to the global COVID-19 pandemic, the City Council suspended late fees and shut-offs on delinquent water accounts in March 2020 to protect and support Lomita residents as the Governor imposed a statewide stay-at-home order to curb the spread of the virus. After 2 1/2 years, the regular $10 late fee on water accounts and when necessary, water shutoffs, will be taking place beginning with the August billing. Customers unable to pay their past due balance are encouraged to contact City Hall to make arrangements.

Street Sweeping Changes Coming in the Fall

The City's Public Works team manages Lomita's contract to provide street sweeping services throughout Lomita.  The current contract with R.F. Dickson is set to expire in September and in preparation for a new contract for this service, the City Council has undertaken a comprehensive review of the street sweeping services provided to the community. 

Staff will be presenting the proposed street sweeping schedule for the City Council's consideration during the July 5 Council Meeting. Once approved, it is anticipated installation and replacement of street sweeping signs reflecting the new street sweeping parking restrictions will be taking place in September. The City will also allow time for residents to adjust to the new routes and schedules by providing a grace period before issuing street sweeping citations. 

Lomita has categorized the City's streets based on the volume of debris generated to develop the new street sweeping schedules. With these new routes, sweeping frequency in some areas will be reduced, conflicts with other services (such as trash collection) will be minimized and additional parking will be available in the City's most impacted areas during sweeping times. 

-Streets in priority A - Sweeping will occur every week on Fridays

-Streets in priority B - Sweeping on alternating sides of the street on Wednesdays, Thursdays, and Fridays

-Streets in priority C - Sweeping on the 2nd Tuesday of the month only

Street Improvement Project Update

The next phase of the reconstruction project of selected streets south of Lomita Blvd, as shown in the above map, is in progress. A water main break caused an unforeseen delay in the project however it is anticipated that the major paving efforts will be completed by July 1. In the coming weeks, the contractor will be striping, adjusting valves and manholes and cleaning up the site with all work completed by the end of July. 

This project, approved by the City Council earlier this year, represents more than $3 million in investment to continue to push toward the City Council’s goal of improving the overall condition of the City’s street infrastructure. Many of the areas covered in this project require in-depth pavement rehabilitation or full reconstruction of the roadway surface. The current work is partially funded through the City's local revenue measure approved by voters in 2020 (Measure L) and is focused on high-priority areas in the northern portion of the City (zones C and F).
