Permanent Local Housing Allocation Grant. The Housing Division is amending the Permanent Local Housing Allocation Grant 5-year plan. The revision will go to City Council on November 16, 2022. The Public Hearing Notice can be found on the Housing Website here. The PLHA Grant Program is funded by SB 2, referred to as the “Building Homes and Jobs Act,” which established a permanent, on-going source of funding dedicated to promoting and facilitating affordable housing development. The HCD Grant program will provide funding for the following five years (2019, 2020, 2021, 2022, and 2023).
