Lindsey-Paige (LP) McCloy, Program Director for the Pilots project team at Los Angeles Cleantech Incubator (LACI), has been named the new Sustainability Director for the City of Palm Springs, City Manager Justin Clifton announced today.

She begins her new position with the City on Aug. 1, 2022.

As Program Director at LACI, she leads a team that identifies, designs, implements, and evaluates cleantech pilot projects in Los Angeles County; she works with startups, cities, and other partners to build an inclusive green economy in the Los Angeles region.  She has been focused on projects including zero emission delivery, curb management, and community engagement.

Prior to relocating to Southern California for her job with LACI in 2021, McCloy spent seven years as part of the New York City Mayor’s Office under Mayor Bill de Blasio, working in the Office of Sustainability and in the Office of the Chief Technology Officer.

As Senior Advisor for Legislation and Strategic Initiatives in the Mayor’s Office of Sustainability from 2018 – 2021, she managed the legislative, intergovernmental affairs, and special projects unit for the office. During this time, McCloy designed and managed an emergency call center operation with over 150 staff to support the distribution of 74,000 free air conditioners to vulnerable seniors instructed to stay at home during COVID-19.

She led the office’s participation in the quadrennial update of OneNYC, the citywide strategic plan for sustainability, resilience, and equity, producing the chapter on carbon neutrality and a just transition. She also launched and implemented two executive orders, in conjunction with seven different City agencies, to phase out the City’s purchase and sale of single-use plastic beverage bottles and of the purchase of single-use plastic foodware with provisions to ensure access for people with disabilities.

While working in the Office of the Chief Technology Officer as Director of the Smart Cities program from 2015 – 2018, her duties included designing and executing smart city and new technology initiatives. She consulted with agencies, technologists, and New Yorkers to develop and implement responsible smart city programs.

Before her tenure in City government, she was climbing around power plants as a Research & Design Engineer for the New York Power Authority.

McCloy holds a bachelor’s degree in mechanical engineering/sustainable energy from Princeton University.

We are very excited to welcome Lindsey-Paige McCloy to Palm Springs,” Clifton said. “She has a unique skillset that will help greatly expand our work in sustainability and implementation of our Climate Action Plan.”

McCloy’s dad is a retired U.S. Marine Corps Lieutenant Colonel; her parents moved to Nashville, Tenn. when she was in high school. She loves exploring new cities on foot and has picked up bird watching as a hobby since moving to California. She and her partner, Alejandro, and their two cats are looking forward to coming to Palm Springs very soon.

“I’m so thrilled and honored to join the City of Palm Springs team,” McCloy said. “The City has made great strides toward confronting the climate crisis, and I'm excited to work with the team and with Palm Springs residents and visitors to continue the efforts toward a just, inclusive, and carbon-neutral future.  I love the collaboration, learning, innovation, and action that happens in municipal governments, and I can’t wait to get started.”
