The ceremony included a presentation speech by Honor Guard Commander Kevin Goss as well as a badge presentation.

The City of Plainview Fire Department Honor Guard was founded in 1994 with four original members, two of whom are still with the department (Fire Chief Bobby Gipson and Captain David Sells). Other founding members were Janet Hooks and Mike Dickey who are no longer with the department.

Honor Guard members are expected to hold high leadership standards in all they do; they are entrusted with flag presentations at public events, flag folding presentations at funeral services and line-of-duty death funerals and ceremonies.

Rowell has served the City of Plainview Fire Department for five years and King has served the department for two year.
