GENERAL DESCRIPTION OF POSITION

The Arts and Culture Manager serves to plan, develop, support, resource, promote, and fully establish a formal arts and culture program for the City of Rogers that rivals the very best arts and culture programs to be found in cities of similar size anywhere in the country. The Director identifies and incorporates best practices; liaises with other cities and with other NWA municipal arts and culture staffs; and through intentional networking and advocacy builds a vibrant network of artists, partners, political leaders, benefactors, and supportive citizens.

ESSENTIAL DUTIES AND RESPONSIBILITIES

-Develop a comprehensive and innovative financial plan for the City of Rogers by convening artists, art curation and programming professionals, and other stakeholders, capturing their needs and requirements, developing consensus, and formulating a comprehensive Arts and Cultural Plan for the City. This plan will include the creation of various Commissions, legal entities, and committees as required to ensure its success. Promote and execute the final plan, secure resources, and oversee implementation and evaluation. This duty is performed as needed, about 5% of the time.

-Develop and establish stable funding sources and strategies utilizing public, private, and philanthropic sources that will create a new division within the Department of Community Development commensurate with a city of Rogers' size. This duty is performed annually, about 10% of the time.

-Develop significant resources including, but not limited to, individual fundraising, corporate sponsorship acquisition, and grant acquisition. Structure fundraising vehicles that maximize support of the creative economy and community. This duty is performed weekly, about 20% of the time.

-Work across City departments to program civic spaces to include but not limited to parks, museum, and library facilities; and within public schools and neighborhoods; with public art, performance, and other arts and culture enhancing events, displays, and installations. This duty is performed weekly, about 15% of the time.

-Coordinate with City of Rogers Public Affairs, the mayor's office, and the Rogers - Lowell Chamber of Commerce, and across departments to ensure City branding elements--within and outside the Director's control--are consistent with the objectives outlined within the Arts and Cultural Plan. This duty is performed weekly, about 5% of the time.
