GENERAL DESCRIPTION OF POSITION

Enforces codes and statutes pertaining to construction of “Public Works” and other related engineering and development projects. Makes inspections of street, drainage and sidewalk construction as well as erosion control measures including Stormwater Pollution Prevention Plans (SWPPP), ensures safety procedures are followed by contractors, engineers and builders. Must have knowledge of the Manual of Uniform Traffic Control (MUTCD), Americans with Disabilities Act (ADA) and City codes. Reports to the Development Compliance Manager. Performs other related duties as assigned

ESSENTIAL DUTIES AND RESPONSIBILITIES

1. Reviewing commercial plans inspecting all types of new construction, alterations, and repairs of residential and commercial developments for conformance with life safety, zoning, city, state, and federal codes and structural safety regulations and requirements. This duty is performed daily, about 50% of the time.

2. Assists Planning with field work such as installing and picking up signs for public hearings. This duty is performed daily, about 25% of the time.

3. Inspection of unpermitted sites, as directed, to determine if permitting is required to achieve compliance with City, State or Federal codes or guidelines, or to determine if violations may exist relative to development, construction or other related inquiries. This duty is performed monthly, about 10% of the time.

4. Maintains a good working relationship with the public at-large as well as various professionals and tradesmen involved in building and construction. This duty is performed about 10% of the time.

5. Gather data and information using various tools such as GIS data collectors or traffic tube counters. This duty is performed about 5% of the time.

6. Perform any other related duties as required or assigned.

QUALIFICATIONS

EDUCATION AND EXPERIENCE

High school or GED, plus specialized schooling and/or on the job education in a specific skill area; e.g. data processing, clerical/administrative, equipment operation, etc, plus 2 years related experience and/or training, or equivalent combination of education and experience.

COMMUNICATION SKILLS

Ability to read and understand documents such as policy manuals, safety rules, operating and maintenance instructions, and procedure manuals; ability to write routine reports and correspondence. ability to effectively communicate information and respond to questions in person-to-person and small group situations with customers, clients, general public and other employees of the organization. ability to write reports, business correspondence, and policy/procedure manuals; ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

MATHEMATICAL SKILLS

Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane, algebra, solid geometry and trigonometry.

CRITICAL THINKING SKILLS

Ability to solve practical problems and deal with a variety of known variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, or diagram formats.

Generally works 8:00am to 5:00pm with some overtime, travel occasionally required and is subject to on call. Must be able to climb ladders, crawl in culverts, under structures, and in tight places. Must be able to walk on uneven surfaces. Must be able to perform inspections high above ground level. Must be able to work and drive in adverse weather. Must be able to lift and carry up to 50 lbs.
