The City of Tucson’s People, Communities, and Homes Investment Plan (P-CHIP) Grant Round will open on November 21, 2022.  Applications for funding will be accepted from eligible not-for-profit organizations and City of Tucson Departments. Applications are due on or before 11:59 p.m., Arizona time on January 10, 2023.   

The City of Tucson Housing and Community Development Department is accepting proposals from not-for-profit organizations with capacity to advance P-CHIP goals through the following grant opportunities:  

Emergency Solutions Grant: Funding is available to support homeless shelter, domestic violence shelter, and rapid rehousing programs.  

Community Development Block Grant – Public Services: Funding is available to support a variety of eligible Public Services programs and activities benefiting low- and moderate-income Tucsonans.  

City of Tucson General Fund: Funding is available to support a variety of programs and activities which advance and address P-CHIP goals.  

HOME/SLFRF Affordable Rental Housing Development & Rehabilitation: Funding is available to provide gap financing for affordable housing development projects with a priority on supporting projects applying for 9% or 4% Low-Income Housing Tax Credits.

The Housing and Community Development Department will additionally be releasing Requests for Proposals for the following opportunities on or around the first week of January 2023: 

HOME Investment Partnerships – Affordable Homeownership Development Program for Community Housing Development Organizations (CHDOs)  

Housing Opportunities for Persons with AIDS Program – Housing Assistance and Supportive Services for Low-Income Persons Living with HIV/AIDS 

Community Development Block Grant – Public Facilities Improvements Program for City Departments and Not-for-Profit Organizations 

Pre-Proposal Conferences 

The City of Tucson will conduct a series of virtual pre-proposal conferences. Prospective applicants are strongly encouraged to attend. Use the links below to register.   

ESG, CDBG, and General Fund Pre-Proposal Conference (December 12, 2022, 9 a.m. - 10:30 a.m.) 

Additional details regarding pre-proposal conferences for the programs opening in January 2023 will be announced in December.
