Rubio Backs Kigali Amendment, Touts Benefit to American Manufacturers

Over the past decade, U.S. manufacturers invested heavily in next generation products and equipment with the expectation hydrofluorocarbons (HFCs) would eventually be phased out. As a result, American factories and workers were well prepared when the American Innovation and Manufacturing (AIM) Act, which phases down domestic HFC consumption and production, became law in December 2020. 

U.S. Senator Marco Rubio (R-FL) voted to ratify the Kigali Amendment to the Montreal Protocol, which is a global effort to phase down HFCs.

Ratification of the Kigali Amendment won’t alter U.S. law, but it will have significant benefits for American companies manufacturing and innovating in heating, ventilation, air conditioning, and refrigeration equipment by opening up additional export markets.” — Senator Rubio 

In 2018, Rubio joined Senator John Kennedy (R-LA) and 11 other senators in urging President Donald Trump to submit the Kigali Amendment to the Senate for approval. While President Trump did not submit the treaty, he did sign the implementing legislation into law in 2020.
