The City of Blair was incorporated in 1869 and operates under the Mayor - Council form of city government. Eight council members represent four city wards and are elected by their ward on a staggered basis for a four-year term. The entire community elects a Mayor for a four-year term. All ballots are non-partisan.

Mayor and City Council

The Mayor and City Council work together to establish goals and objectives for the City and then formulate policies to achieve those goals and objectives. The Mayor presides over official meetings, and has superintending control of all the officers and affairs of the City. The Mayor votes only when his/her vote is the deciding vote. The Mayor has the power to veto any ordinance or resolution. A two-thirds majority, or six votes of the Council, is required to override the Mayor’s veto.

The Mayor, with the approval of the City Council, appoints the following officials: City Administrator, Assistant City Administrator, City Clerk, City Treasurer, Director of Public Works, City Attorney and City Physician.

Appointing citizens to various boards, commissions, and committees is another duty of the Mayor. The Mayor, or another elected official or staff member, represents the city at various official proceedings and functions. The Mayor receives an annual salary of $9,000 for his/her part-time service. Council members receive an annual salary of $7,000 for their part-time service.
