The Newtown-Harris R-III School District considers discipline essential to excellence in a school program and the educational process. 

The District believes all students can learn and behave at school, and have a responsibility to behave in a manner that allows teachers to teach and students to learn, and does not violate the best interest of any person in the school and community.

The District believes pupil conduct should be maintained with procedures, which will advance the purposes of education while remaining consistent with applicable state law and established Board of Education school policies.
